How programmatic DOOH actually works

A plain-language tour of the DSPs, SSPs, exchanges, media owners, screens, deals, and measurement behind programmatic DOOH.

Programmatic digital out-of-home sounds like a billboard entering an auction every time a car passes. That mental picture is catchy and mostly wrong.

The real system is a chain of agreements, software platforms, screen metadata, eligibility rules, files, and reports. Some inventory is auctioned in real time. Some is bought through a private or guaranteed deal. A screen play may represent one person, dozens of people, or a publisher's estimate of the audience present.

Once the parts are separated, the channel becomes much easier to understand.

Start with the screen owner

Every DOOH placement begins with physical inventory. A media owner or publisher controls screens in places such as airports, malls, streets, stores, gyms, offices, or vehicles.

The owner knows facts the buyer needs:

  • where the screen is
  • its dimensions and orientation
  • whether it supports images, video, or both
  • how long each ad plays
  • how often the loop repeats
  • which categories are blocked
  • how the audience is estimated
  • when the screen is available

That information becomes an inventory record. The quality of that record matters. If a screen is mapped to the wrong coordinates or dimensions, even a perfectly configured campaign can target the wrong place or send the wrong file.

Google warns that DOOH geo-targeting can be affected when an IP address reflects a publisher's server rather than the screen's true location. It advises buyers to monitor geographic reports and work with the supplier when the reported geography is wrong. (Google Display & Video 360 Help)

The SSP represents supply

A supply-side platform, or SSP, helps media owners package and sell inventory. It enforces the owner's rules, makes eligible opportunities available to buyers, and returns the winning creative for delivery.

Place Exchange positions its SSP around access through omnichannel buying platforms, with planning, targeting, execution, and measurement for OOH. An exchange may sit between buyer and seller, or the SSP may provide the marketplace function. Product boundaries vary. The important point is that this layer represents available screens and the conditions attached to them.

The DSP represents the buyer

A demand-side platform, or DSP, is where an advertiser or agency plans, targets, bids, controls frequency and budget, and reviews performance.

The Trade Desk describes its DOOH offering as part of an omnichannel platform, with audience planning, data-driven targeting, coordination across channels, and measurement. Its current list includes Perion, Magnite, Place Exchange, Ströer, VIOOH, and Vistar, with format and deal support varying by seller. (Google)

The DSP does not own the billboard. It decides whether the available placement is worth buying under the campaign's rules.

What happens when an opportunity appears

In a simplified real-time flow:

  1. The media owner's system knows an eligible slot is approaching.
  2. The SSP sends a bid request with information about the placement.
  3. The DSP checks campaign eligibility, targeting, budget, deal terms, and creative compatibility.
  4. The DSP returns a bid and creative reference when it wants the opportunity.
  5. The seller selects a winner under the applicable auction or deal rules.
  6. The approved creative reaches the player or ad server.
  7. The screen plays the file and produces a delivery record.

The IAB Tech Lab's OpenRTB standard exists so buying and selling platforms can describe these transactions consistently. Version 2.6 added a DOOH object and implementation guidance, along with later fields related to refresh behavior and minimum exposure time. (IAB Tech Lab)

Not every purchase is an open auction. Private marketplaces, preferred arrangements, programmatic guaranteed deals, and non-programmatic guaranteed deals can all use automated pipes while preserving negotiated terms.

In Google's current guaranteed DOOH flow, the seller pushes the deal to the buyer after negotiation, and the SSP or exchange validates it before activation. That is programmatic infrastructure, but it is not a free-for-all auction. (Google)

A play is not automatically one impression

On a phone, one rendered ad is often associated with one device. A public screen works differently.

Google reports two distinct DOOH measures:

  • a served impression is the screen play
  • a publisher impression is the estimated audience for that play, calculated with a publisher-provided multiplier

If a screen plays an ad five times and the estimated audience is 500 for each play, the reported publisher impressions would be 2,500. Google also says it receives aggregated screen-level multipliers rather than user-specific measurement data from suppliers. (Google)

This does not make the estimate bad. It means buyers need to understand the methodology. The IAB's 2025 DOOH Measurement Guide was created because measurement practices remain fragmented and terms are still used inconsistently across the market. (IAB)

Where the creative layer fits

The transaction answers one question: should this campaign buy this opportunity?

The creative layer answers another: what should this eligible screen show right now?

Historically, the answer has been a file already attached to the line item. Dynamic systems may choose or render a prepared variation. A generative system can make a bounded version after it understands the placement and permitted context.

That layer can sit upstream of the DSP, inside a media-owner workflow, or beside the ad server. It still has to produce an asset the supply path accepts. Google currently supports static display and standard video for its DOOH inventory, not HTML5 or dynamic creative formats. A creative engine using that path must deliver a valid finished file, even if the file was made seconds earlier. (Google)

Most campaign problems happen between the boxes

Many DOOH problems are handoff problems. Google advises using one video dimension per line item and deal ID because mismatches can create edge cases. Its troubleshooting guidance lists dimension, format, content category, publisher approval, and brand-safety mismatches among reasons a creative may not buy. (Google creative troubleshooting)

Approval timing can cause the same kind of failure. Some supply partners review creative separately, so a late upload can leave paid inventory with nothing eligible to show. A live signal can also arrive too late to matter if the creative cannot be decided, validated, and delivered before the slot closes.

Reporting introduces another handoff. One system may count plays, another estimated viewers, and another modeled outcomes. Putting all three in a column called impressions hides what actually happened. The fallback deserves an owner too. If a data feed or generation step is unavailable, the ad server needs a current, approved file it can serve immediately.

Five questions to ask before buying

Give the same questions to the buying platform, creative partner, and whoever owns the screen relationship. Their answers should describe one connected workflow, even when several companies are involved.

  1. Which party owns the screen metadata, and how is it verified?
  2. Which deal type are we using, and what can still change after launch?
  3. Who approves the creative, in what format, and how long does review take?
  4. Does the report separate screen plays from estimated audience?
  5. What serves when targeting data, creative generation, or connectivity fails?

Clear answers reveal more than a long feature list. If three vendors name three different owners for the same approval or report, resolve the handoff before the campaign begins. That conversation is much cheaper than discovering the gap after the first missed play.

The simple version

The advertiser sets the goal. The DSP represents the buy. The SSP or exchange represents the available screens. The media owner sets inventory rules. The ad server and player deliver the approved file. Measurement systems estimate exposure and connect it to campaign outcomes.

Programmatic DOOH is the coordination of those parts. It is not one platform and it is not one kind of auction.
